You may also be able to make the dog a hood from mosquito netting, if the flies are eating his ears. They make fly hoods and fly masks for horses - you could model it after that.

It's important that the poop is picked up immediately - that attracts flies. A bug zapper works pretty well to cut down on the fly population. Make sure their dogs are on monthly heartworm preventative, too! It's so cheap to prevent this and so horrible and expensive to treat heartworm! My cousin just had to put her 3 year old shepherd to sleep because she thought she couldn't afford the medicine. It cost $45 to put the dog down and $34 for the meds - where's the sense in that?
Heartworm is all over the U.S. and even can be found in Alaska. Testing and prevention is cheap compared to the expensive nightmare of treating a dog with this condition. If the dog lives through the treatment, he can still suffer permanent damage. Even if your dog never leaves the house, he can still be bitten by an infected mosquito. If I could only afford to give one preventative or vaccine it would be for Heartworm!

They make a special spray for keeping flies off of horses, that can be used on dogs also. You can get it from the vet. But they also carry it in pet shops.

i would not touch my neighbours dogs , if what i gave them or sprayed them with caused a reaction i may be responsible for their vet bill or the loss of their dog, give the neighbour some advice if you want but go no furthur, bug bites gone unattended may produce maggots as an open sore causes good breeding ground for maggots ,rotten flesh will feed maggots, i am a groomer and have seen more than my share of maggoty flesh it is horrible and goes unnoticed for a long time and has a horrible odour,no no no NEVER treat other peoples animals unless they give you written consent even helping injured animals without consent can leave us in jeoprady best m.y.o.b.

Normally fly's are drawn to filth. The only safe and effective way to help this problem is to bath the dogs.
