It may be different in different parts of the country, but there are no quotas in PA, or MD. It's a myth.

Of course not. In fact, pulling people over is not a major priority for most police departments. It is a bigger priority for highway patrol. Even though they don't have a quota the amount of people they pull over in a day shows the bosses what they are doing while on the job. Let's say an officer works an eight hour shift patrolling the highways and does not respond to any accidents and they turn in 2 tickets for the day. Would you think that they are doing their job properly? Probably not and then people would complain that we are wasting taxpayer's money.
I have found that people who use this excuse are trying to avoid responsibility for their actions.

as stated legally not a quota, but many have a point system, it relates to the number of tickets written, the number of certain other stops made, other type of calls, other arrests and the such. So they are judged on how many points they get.
And others have informal systems, like a ticket book a week, if they don't write that many their supervisors may ask why.
And of course some officers are just assinged full time traffic, so thier entire job is to do nothing but stop people all day.
And in some areas some officers just like to stop people, in my old department, I would say 1/2 of all tickets for the entire department was written by 3 officers.

The quota thing is up to each individual department. Some police departments require their officers to write so many tickets a month. Some even require so many of one type of tickets...for example: alcohol offenses. However, most places now do not have quotas and let their officers use their own judgement.

Yes, and no. They have their montly quota. Believe it or not, this is how they get grants for equipment, K-9's, cars, etc. If they can show that they are trying to keep the community safe it means money for them.

In Texas it is illegal.
I have worked for several departments and have never been told to write tickets for revenue.
Believe it or not, 75+ % of the fine goes to the state and not the city or county. The money does not go to the police dept.

Not that thay will tell you. I do think thay have to show that thay are making money for are there hard work some how. So give us a ticket is the eazy way. A lot of new cops go power hungery and want to give every one a ticket.

My father is in Law enforcement and the answer is NO they are out to catch people breaking the law . ex. speeding, or anything to with driving. Just like my job is being an electrician. I wire buildings. We all have a job to do. And theirs in catching Law breakers. so slow down and dont break the Law
