If the 11-year-old was experienced and reliable, yes. This advice was for an adult who wanted to start a full-time business, but a lot of it applies to you, too.
There is no "certification" for dog walkers. Check with your local government as to what you need to run a business legally. There are non-profit organizations that will help small business owners for a nominal fee. The main things you should know are...
1. How to catch a dog if it gets loose. Leashes can break and collars can pop off!
2. How to treat a dog for injuries or illness in an emergency. Where is the nearest vet or emergency clinic and how will you get there?
2A. Know the breeds that you are walking - pugs and bulldogs can have severe respiratory problems on a hot day.
3. Can you get bonded or insurance to protect yourself if one of your client's dogs is lost, injured or killed while in your care? What if a dog you are walking bites someone?
4. Be careful about taking keys to your clients' property to walk the dog when they're not home - if something goes missing, you'll probably get the blame. Being sued is an expensive nightmare - even if you win. Make sure that if you charge and collect sales tax you turn it in to the government - it's a major felony if you don't and they take it a lot more seriously than failing to report some of your income. You may not make as much working for someone else, but your boss will have most of the headaches!

I guess it would be okay if the eleven year old is responsible and can control the dog or dogs 3 bucks every half hour is too expensive 5 dollars an hour is better

Nope, the only way I'd let a kid walk my dog is if I was home and if I'm home I can walk my own dog. Becides there are liability issues that I just don't want to deal with.
Maybe and elderly person wouldn't mind, but they are mostly on disability or fixed income and can't afford even that.

If you are not entertaining a dog, It will sleep. My nine year old, three pound Chihuahua runs two hours every day. If I get his leash, he is waiting at the door to go again. Labs are field dogs. They will go anywhere you go and be pleased to run, and fetch and hunt all day. They also love a swim in the ocean or a lake. They are great dogs to fetch ducks from a hunt. Your dogs will happily run and play as long as you will let them. All day would make them very happy. If your dogs are sleeping you are doing something on your own. They want to be ready to go when you are. They will soon be at the door when they hear you get your jacket or car keys. Labs are great dogs that love everybody.

Ignore that negative answer, 1 is old enough to be responsible. Just that fact hat your willing to earn extra money tells me a lot about you. I think you could get 5.00 a dog without a problem. Just be sure and make sure that the dog is not too large for you to handle, you could get your self into a real situation.

Definitely , you must be good with dogs to want to do this. Be sure to protect the dog's rep in the neighborhood by bringing baggies and sanitary hand wipes with you ,You probably know that if you put it inside out you can scoop the poo without a mess and zip lock it, for odor control....Will you bring pet treats with you? You are providing a great service at an affordable price, good for you! Your neighbors are lucky I wish you lived by me.

My boyfriend has a 10 yr. old son and it's not his age that I'm hesitant about, because he's very mature and responsible, it's just his stature in comparison to the dog's (he's a little on the short and thin side while my Rott-Pitt mix is 85 lbs and very strong!). I simply don't think he could handle her physically. She would pull him all over the place! Something to think about...

I think gettig a trust worthy 11-year-old would be fine. But $3/30 mins is a bit much I think! That is $6/hr.....alot for a kid! I think it is a good idea though!
