I'm pretty much straightfoward--whether I'm interested or not I am going to let the person know. To me, there's no sense in leaving someone to dangle in the wind over an answer that is right there in my head anyway. If someone has asked you to "go steady" or enter some kind of relationship with them and you don't have an answer for them right away, chances are you're not really interested and you should just let them know so they can move on and find someone else they might like to ask.
