You cannot leave Cuba without the government's permission. There are many countries like that, mostly the communist and fascist nations. For all those Castro lovers out there, the life of the common people in Cuba is so bad that they construct ramshackle rafts and try to make it all the way to Florida. And when is the last time you heard of an American athlete defecting to Cuba?

Maybe more people should show a little appreciation for the liberty and freedom of the United States.

The concept behind this is that captive peoples, once free of their homeland, would discover that there was a world of difference between the impoverished, backwards life they lived under the communist regime and the world outside. Once they experienced the far richer lifestyle and the freedoms outside they would not want to go back, and if they did they would tell others how backwards and downtrodden their life under communism really was. This realization could foment demonstrations and revolution, something the communist dictators did not want. So to prevent all this unrest and problems people were not allowed to see life on the outside. Even today, communist China views contact with the outside world as a crime. If people don't know a better life, they have no basis for comparison.

Yes the people of Cuba are forbidden from leaving except under strict guidelines - they have for instance allowed teams to participate in the olympics and in US tournaments. China has similar rules - its very difficult for the common person in China to leave the country. North Korea - same thing.
