That is such a good question. I receive Daily Devotinals by e-mail from a church and I read from the old testament, which I'm very sorry I can't remember the scripture page, but it said that pure religion was visiting the widows and the orphans and keeping our lives pure from sin.
Now Jesus teaches us not to judge people as we dont' know what road they came from. Also because His death on the cross was our Father in Heaven showing mercy on all humans. He sees us all the same no matter what type of sin we have comitted. He just wants us to spread the word of salvation. You never know who you come across, might receive the message of salvation and people in prison are not excluded.

I doesn't, as far as I know. Why would it? However, I think it's a good idea for churches and pastors to visit prisoners. Maybe they can show them the light and get them to realize they need God in their lives. That way when they get out, they might not cause trouble anymore. That is, if they're true believers. And if they die or are put to death, they'll go to Heaven. Much better than the alternative.

Matthew 25:34-36 ""Then the king will say to those on his right, 'Come, you who have been blessed by my Father, inherit the kingdom prepared for you from the foundation of the world. For I was hungry, and you gave me something to eat. I was thirsty, and you gave me something to drink. I was a stranger, and you welcomed me. I was naked, and you clothed me. I was sick, and you took care of me. I was in prison, and you visited me."
And
Hebrews 10:34 alludes to sympathy toward prisoners, "For you sympathized with the prisoners and cheerfully submitted to the violent seizure of your property, because you know that you have a better and more permanent possession."
Remember, Paul himself was a prisoner, and was refreshed when he was visited in jail. " May the Lord grant mercy to the family of Onesiphorus, for he often took care of me and was not ashamed that I was a prisoner. Instead, when he arrived in Rome he searched diligently for me and found me." (II Timothy 1:16-17)

Matthew 25:36: " Naked, and ye clothed me: I was sick, and ye visited me: I was in prison, and ye came unto me."
Matthew 25:39: "Or when saw we thee sick, or in prison, and came unto thee?"
Matthew 25:43: " I was a stranger, and ye took me not in: naked, and ye clothed me not: sick, and in prison, and ye visited me not."
Even prisoners can change. And some in prison may actually be innocent. All people should be given the chance to learn about the good news of God's Kingdom.

We are serving Jesus when we help others. Jesus cites visiting prisoners specifically here but he does not limit. He is just giving examples.

Mt 25:31-40 comes to mind:
31"When the Son of Man comes in his glory, and all the angels with him, he will sit on his throne in heavenly glory. 32All the nations will be gathered before him, and he will separate the people one from another as a shepherd separates the sheep from the goats. 33He will put the sheep on his right and the goats on his left.

Heb 13:3, it is talking about those who have been imprisoned for preaching the Gospel of Jesus Christ. It is not talking about rapist and murderers as some erroneously think.
