The standard expert wisdom is that there's no way to spot reduce. You can tone the muscles in certain areas (e.g. "belly, bum and thighs") and you can do bench presses or other exercises to build up the pectoral muscles under your boobs. Other than that, you have to reduce your calorie intake and increase the number of calories you burn - usually through exercise. There are sit-ups, leg raises and lots of other exercises for your tummy. Running and bicycling (and even walking) are great ways to tone up your legs and bum, plus they burn off a lot of calories. The weight loss itself will be all over, however, or it may follow a pattern determined by your genetics. There's no way to control that.

I'm afraid it's not going to happen. Spot reducing doesn't work. You can tone the muscles in certain areas, but so long as there's a layer of fat there, it won't be very noticeable. Unfortunately breast tissue is mostly fat tissue, so as the fat goes, the boobs will shrink too... unless you happen to be uniquely fortunate and have some genetic predisposition that will keep your boobs big.
If you're anything like the rest of us, you'll either have to accept smaller boobs, get implants or wait for menopause. They'll get bigger again then.

There's no such thing as "spot" weight loss. You cannot force your body to lose weight in a specific area. If anyone claims they can do it, they're lying. You body decides on it's own were it'll let go of the fat.
