Depends on your definition of a big city. It's the 22nd largest metro in the US, roughly the same size as Pittsburgh, Cincinnati, Cleveland, St. Louis, etc. and it's growing at about 15-20% each decade. Right now it's over 2 million and supposed to hit 3 million next decade.
Culturally, I'd say downtown Portland is more like NYC (but smaller) than Phoenix. There are tons of things to do in the city and there are cool districts like the Pearl, Irvington, Hawthorne, etc. where you can shop, eat, hang out, etc. and it's fairly easy to get around without driving a car. Phoenix is beautiful with great weather but it is sprawled out and smoggy and downtown is kind of dead except when there's a game in town.
Lots of people love Portland and we have tons of transplants. Others hate it because the winters are dreary (rain, but no snow) and there are a lot of weirdish "creative" types here. Then again my next door neighbor is a conservative from Palm Springs and she loves it here anyway.
It's tough to answer your question further since there are so many dimensions to what makes a city great or not so great. It depends on what you are looking for.
There are tons of outdoorsy type things to do here. The beach is an hour away, the Columbia Gorge is an hour away, and Mt. Hood (snow skiing) is about 90 minutes away.

Never been to NYC, but yes I would say comparable to Phoenix.....(that is, assuming you mean Portland OR.)

I love it here.You caan ggo to multnomah waterfalls wwhere right below it in a cove is a nude beach if you prefer. The Gourge is a great ride go up to vissta point lookout. Mt Hood is a great place andd we have casinos aat the beach. Our beaches are really cool.Seasidee, Canno Beach aand Cannon Beach.You will love it. You canalways drive to california or Seattle
