I love some of the uneducated answers so far, but... In reality the real reason is that in America we Americans like to drink to get drunk (oh yes that is the truth, at least that's what the distilleries say), but in the U.K. drinking is part of their social fabric. It's how they commune with their fellow man. They drink as a part of social contact and fellowship (emphasis on the latter). So in some cases, liquor has less alcohol and so you can drink longer and not get so slobbering drunk that discussion and debate becomes non-existent. I hope that someday you can go to London and get a chance to observe that which I did. I even married a beautiful English woman and we are still married today. Lots of Luck in your quest for real knowledge. Life is lots of fun!

They might have changed the alcohol limits by law like VOC laws with hairspray. Also, since it's imported, they might have changed the alcohol limits for shipping purposes.
