I don't mean the young with brown feathers I mean really small ones that are not to long out of the shell.

You must be looking in the wrong places. They nest in large collonies on coastal cliffs, moorland, islands, marshes & sometimes inland. The eggs of most species, greeish brown with black blotches are laid in a depresion on the ground during March or April & hatch late April & May. I have found common gulls [not that common] nesting on an island on a Scottish loch & herring gull nests on the flat roof of a large industrial building.

The parents hide the babies from predators and do not allow them out until they are weaned and fully fledged.

You'd be surprised at how good parents They are

Well unless you live on a cliffside by the sea, I don't suppose you would see baby seagulls.

I took video of one in Antarctica in March. They just don’t look like babies by the time they are flying around, and the nests are usually out of sight

THey probably never leave the nest so you would have to find out where a flock nests to find baby sea gulls

they are prolly hidden in their nest. most likely their nest is hidden, or high up, or protection. the parent seagull is prolly protecting the babies.
