Yes, you must have a visa.
They can be obtained on arrival and there really is not reason to get one in advance. A "tourist" visa is $20US for 30 days and can be extended once for an additional 30 days.
A "business" visa costs $25US, is initially good for 30 days, and can be extended indefinitely.
The border crossings usually inflate the price of the visas a bit by requiring the local currency. For instance, you'd be lucky to get a "$20" tourist visa at the Koh Kong border for less than 1,000 Thai baht (over $25US).
Don't forget to have one (or is it two?) passport photos with you!
Here's an excellent place to stay in Phnom Penh - http://www.cafecaliforniaphnompenh.com/. Even if you decide not to stay here, the website has a wealth of information and photos about the country

Yes, you will need a visa to travel to Cambodia.
Accomodation varies, depending also on where you are.
If you are planning on staying in Cambodia for a long time, might I suggest that you dont live in Phnom Penh. It's not as beautiful as the rest of Cambodia.
Accomodation is cheap. If living there you can get fully furnished apartments for a very cheap monthly price. $150 a month will get you a 'luxury' apartment. In other words it will be safe, and fully furnished. There are cheaper options available, as well as just living in a guesthouse for as little as $2 a night. It's a nice way to meet people, and there are some fairly decent guesthouses on the river/lake front. (This is in Phnom Penh).
I really enjoyed Sihanoukville, however I have heard that a lot of the guesthouses have been torn down and replaced by a large resort. Anyway it's a peaceful small town, easy to get around by motorbike, and doesnt have as many beggars or land mine victims. Work may be scarce there, however I did meet a few foreigner workers there. Also there are some foreign owned guesthouses which might be willing to give you some work.
Siem Reap is a must do, as they have all the temples. Accomodation can range from a fan room 1 star accomodation to a full on 6 star resort. In all honesty to me it seems a bit shameful to stay in such a huge hotel when not even a kilometre out of town there are people living in shacks with no running water or electricity... but whatever rocks your boat.
Siem Reap is very tourist friendly... sometimes a little 'too' friendly, you will get people 'helping' you and then expecting things in return. Just try your best to be nice to everyone and you wont have any trouble.
I could easily spend a year or two in Cambodia, it's cheap, and the people are amazing. It's a heartbreaking country too though, so many terrible things have happened to them as a nation. You can see the remnants of the Khmer Rouge everywhere.
Be careful when walking 'off the beaten track' there are still live landmines in over 70% of Cambodian fields.
In regards to work also, there are many 'aid' companies which require volunteers. You could also teach english, but dont expect to earn so much, but in return you dont need to spend much to live there.

Yes a visa is required to travel to Cambodia. If I were you I would contact the Cambodian Embassy of America or visit them online. Just note that you will require a living visa, a work visa, an alien registration card, a passport and a stamp in your passport by an immigrations officer to live in most any country. If you are just traveling as a tourist you will require a passport and a travel visa.

Yes but you can purchase it upon entry to the country. You will need to bring two passport photos with you and $20 US cash. Only cash is accepted. Don't miss Siem Reap!

Yes. Make sure you give yourself enough time to get it. Sometimes it's not as easy as it seems.
