if the dog has a puppy, points a gun to his puppy and tell the dog that if it keeps barking you will kill the puppy!!!..............

Sorry, but dogs bark. I trained my dog to bark when appropriate (she's shepard X - so had a tendency to bark at air at times) by using the water bottle. Worked on cats to keep them off counters, worked on her to stop barking. Plus it's more humane than some of those electric zapper types and has same results.
However, as it's not your dog... I wouldn't do anything except speak to your neighbour. Many dogs bark if they're left outside due to loneliness and they become quite depressed.
If you go directly to making complaints with the city, without speaking with them first, as they are your neighbours, it could cause a lot more strife with you living next to them.

I had that problem once and it was pissing me off I hated that dog!!! so I bought a BB gun airpump that shot plastic beads and each time that damm dog barked when I was going to bed I would go get the gun open up the window and shoot that dog in the butt from the bed room window. this went on for 3 days untill it stopped in a hurry. only once in a while the dog barks but now I open the window and he hears it HE SHUTS UP!
but that was one way to do it if it is anoying problem dog
but the other way is if you really llike the dog reward him treats if he is silent for a period of time and then start to increase the time limit between treats it works

we bought an electric bark collar for our dog. each time he barked, he got a mild shock (i tried it on myself, it didnt hurt it was just uncomfortable) now he's a great dog-only barks when people he doesnt know come in or near the yard. But since it is your neighbor's dog, there isnt much you can do, i mean you cant physically do anything to it. I would just talk to the neighbor and try to figure something out with him.

There is a device called Pet Agree. it makes an ultrasonic sound that only dogs can here. It's as annoying to them as their barking is to us. Look on E-bay or ask your local pet store.
The best part is, your neighbors will never know why their dog is behaving.

Dog's bark. It's what they do. If your neighbor isn't able to train the dog when it's OK to bark. There is nothing you can do. Buy an iPod.

There are laws about noise violations...if it is an on going problem consider a mediation or something so you can deal w/ your neighbor in a nice way.
Try feeding it something or giving it water...maybe it's hot outside.
