There is no need. Ozone is formed naturally in the upper atmosphere by the interaction of sunlight and oxygen. We have stopped releasing halo-carbons that destroy ozone. Halo-carbons last a very long time in the atmosphere so the stuff we released years ago is still destroying ozone but the halo-carbons are slowly starting to dissipate and so ozone levels are starting to recover.

Because everybody else knows that ozone is naturally synthesized a lot faster than we could produce it- also highly toxic if inhaled, most likely some would be released down here on earth where we could breathe it. Also it might be impossible to target the exact place that is getting thin or whatever ozone layers do.

Because we're way too busy destroying it. Once a big shot politican or close relative to, dies and the cause is proven to be from a hole in the ozone, then maybe something will be done about it. Until then, we're going to continue pouring more money into space programs so when the ozone is gone we can go to another planet and live there until its destroyed too.

Ground level ozone is abundant, poisonous and undesirable

The ozone layer is in the stratosphere 10-50 km above the surface of the Earth, it's volume is below optimal levels for filtering out unwanted UV wavelengths

Now that I have clarified the distinction, you can see that isolating ozone and sending it 25km above the Earth's surface is unrealistic and impractical.

Its pointless.

Ozone is actually (contrary to idiotic comments here) easy to make. It is also highly toxic.

But it is not at all stable.

The ozone layer is miles thick and has a very low density of ozone that is being constantly produced by the action of UV light on oxygen. CFC's destroy the ozone though, very efficiently.

There is no point adding more unless you stop destroying it, and it is hard to imagine we could produce it as fast as it is already being produced naturally.
