Talk to her. Tell her that you are not able to download when you want and that this is bothering you. She may be thinking she is using her fair share of the account and be completely unaware that this is bothering you (non malicious intent).

Solve the problem by suggesting separate accounts so that you may each download to your hearts' content without infringing upon one another.

Hey she's your wife, Why not just let her know how you feel it is called communication, Now if she continues this type of hogging then BAN HER LOL, But first Talk to her.

sure, why not? i've banned my husband from even touching the computer. (any electronic device he touches breaks)
