If anyone does that, just smile and say, "Have a nice day" and walk away. If you always smile and be polite to them when they are attempting to get a negative reaction from you by acting in that manner, it makes them mad and keeps them guessing what you are up to. Mostly avoid them, but when you can not, do the above.
I do this all the time with great results. Either they stop bothering you or they stop their silly behavior and become a friend.
