This won't be a popular answer with the women, but oh well... There are very few women who wouldn't be flattered to have a man, a complete stranger on the street, tell her that she has nice boobs. However, getting most women to admit that is as likely as winning the lottery. My suggestion however would be to not invade her personal space, state your opinion, and walk away... do NOT in any way make her feel as if you are leering, stalking, etc. At least your honest...

However it really depends on the woman, some woman might take it as a complement, but others might have their boyfriends kick your ***.
Tell her she has a nice smile first, and work up to nice boobs after you get to know her a little better.

Find another positive attribute to compliment her on. That is very superficial and would be rude and sexually suggestive for anyone to concentrate on "boobs". Try saying "Hi, my name is ____. Then say in a matter of fact way: "You surely look like someone I would like to know AS A FRIEND."
If she does not like you or is surprised, she would probably, at least say hello and keep moving but she would probably REMEMBER your name. If she liked you too, this could, very likely, begin a more involved conversation.

OF, make up a bunch of business cards that have, "Dr. _______, Plastic Surgeon speciallizing in Breast Enhancement" then hand them to those who, in your humble opinion, need a pair that are outstanding...or standing out, whatever. Honestly.. i am a female myself and if a guy was to tell me that my boobs are big without offending me, I still be a bit upset and awkward because I would be wondering, "Why are you looking at my boobs?"

say it with a big friendly (not creepy) smile that makes it very clear you are not a threat. women love compliments of any kind, as long as it is delivered in a way that allows her to respond to it comfortably. i have used this line and it has worked. many women go to a lot of trouble to show off their boobs. it behooves you to enjoy it and let them know when you appreciate what they are showing off for us men.
