No.
If the covers are smashed, the lights still might work if you replace the bulbs; in some cases, especially for turn signals you have to have bulbs in all sockets to complete the circuits. The working color of tail lights is an acrylic red. This can be approximated by several layers of florist or gift wrap transparent plastic, taped on so it does not touch the bulb. The cost of replacement light covers at the dealer is ridiculous ($98 dollars for several ounces of plastic) but it is also illegal to operate with clear bulbs visible. Perhaps you can get some from a wrecking yard--they will probably charge half. If you can't wait, you can mount trailer lights on a board and clamp the board to the deck lid opening or the top of the fender, so the lights are approximately in the right place. But you need left and right brake lights and left and right signal lights, and illumination for your license plate. It will simplify your wiring if the bulbs are similar to the originals, and don't forget ground wires.

First, it's illegal. And second, no its not safe. If you are braking the first thing that lets the person behind you know that you are braking is the brake lights. And if you get rear ended you will be at partial fault for the accident.
Get them fixed, its better for everyone.

How do you know its only the lights that are broken? could be a symptom of a much bigger problem. You might want to get the whole brake system checked. Hey is that a cliff up ahead...

No. You may get hit in the rear. In that case, you would be responsible for the accident.
Also, if the cops spot it, they'll pull you over and probably not allow you to drive the car without getting it fixed. Had my car towed in Abilene, TX for just that reason in 1980.

I would not consider drining with broken brake lights, due to the fact that it counts as an vehicle citation, but if you're to go somewhere with them broken lights, at least know your hand signals.
