You travel to Ireland with a really big piece of poster board and a green crayon. You walk into a pub and announce "Who would like a free pint?" The first person who raises his/her hand gets to lay down on the piece of poster baord while you trace around them, while the bartender is getting the pint ready. AND THERE YOU HAVE IT ;)
(actually the person right above me has the answer and I had already clicked in, so since you already have the answer, I went for a smile on your face. Best of luck finding who you want to find. Could be we are related.)

If it is a missing person there is a missing person website for Ireland.
The census was just done recently-if you know the county/town they r from you could contact the census office.
I think Ireland is equally as advanced if not more so , than the US, we dont live in thatched cottges any more- that is not directed at you but at the person who implied we r not technologically advanced,I know we are!Just read the papers honey you'll be amazed at what you might find out!!!!

Well Ireland is not as 'computerized' as the US, do you know the last city they were known to live in? you could write the city council in that city and ask them if they would check their records, or post a bulletin you designed and sent them on their bulletin board or web page with the request for Mr. so and so to contact their relative (you) at your phone number etc etc.

There are many Irish people on this site so might be no harm to ask us, But really you should put an ad in the local or national papers with the persons last known address. Good luck

Have them lay on a big piece of paper and use a green Sharpie for the outline.
