Adobe Photoshop can do this, but is a complex expensive software tool. Photoshop can define multiple "layers" for a picture, then allow you to Copy/Paste the background in 1 layer and the foreground in another. Then Merge the layers together.
Other photo-editing software products that support Copy/Paste may work too. I used to have a copy of Adobe PhotoDeluxe that let me create a blank canvas, then Copy/Paste objects onto it. (PhotoDeluxe is gone, but Adobe Elements might work.)

there is a program called GIMP. it is essentially photoshop but free! it's not quite as fancy as photoshop but it has all the important stuff. namely, layering (so you can add in your backgrounds), color correction, touch up tools, etc. it's a great program and a good introduction to image manipulation. it may look complicated but once you get going it's a very easy program to use. basically all you do is create a new layer and drag your background image onto it. then make sure your original image is on top of your background layer. erase/crop out any unnecessary parts and adjust brightness/contrast, color, etc. as necessary. and if you grow out of it you can always shell out for photoshop later. there are versions for PC, MAC, and Linux.

photoshop elements #2 you still need to learn how cut out, select and save , and photomerge with another image , control size of one of the photos , so it matches in proportion with the other. easy! have fun.
