It's only the super-Orthodox Jewish women who do this. (or if they have cancer, and are going through chemo, but that has nothing to do with religion)...
The practice of shaving one's head has its roots in that a woman should keep her beauty for only her husband. (the logic is the same used in Islam, as to why a woman keeps herself covered as well) This is why Orthodox Jewish women wear long skirts, or pants (you'll never see them with shorts or shorter skirts), and long sleeves. They do wear modern day clothing, but they are modest in what clothing they choose to wear.
Along with this, they cover their hair. More women now just cover their hair. It used to be that they'd shave their heads and wear wigs. This was so that if they were attacked and raped... there would still be something of their bodies that their attacker did not see. They could then grow their hair out for their husbands, and he'd have some part of her beauty that no other man had ever seen, or taken part in. Some women continue this tradition, others deem for the option of covering their hair. It's just a matter of choice.

Islam, Christianity, and Judaism all are from one source Allah. All three religions asked women to cover their hair. Only Muslim women are following the order. Christians forgot about it and only nuns follow the order. Jews played around it by either shave the whole hair or wear artificial hair.
Likewise ham meat is forbidden by the three religions, Islam and Judaism are following the order but Christians don't.
Likewise wine is forbidden in the three religions, Muslims follow, Christians and Jaws do not follow.
This is my opinion.

doesn't it have something to do with vanity, and not showing their hair? I think traditionally they keep there hair covered but they are allowed wigs so shaving it and using wigs might be easier to deal with than having to tuck your natural hair up under a wig everyday.
