The best thing to do is to start a child of in a children's choir where they aren't expected to blast their voices and learn how to tune, match pitch, and produce sound. Give it a couple years and you can ask the choir director if the child is ready to move on to private lessons. Usually, private vocal lessons begin around age 11 or 12. Choir is the best place to begin as the singer isn't expected to be a soloist and allows the vocal muscles to develop and musicianship to build.

Having studied voice myself, I can say that real voice training can start any time after you voice has changed. For guy this would be 15 years old for girls a bit younger. I started at 20 and made great progress up until I was 25 where I leveled off hitting the limits of my natural abilities.

its no specific age, since everyones different, but im pretty sure it's after you hit puberty, or you'll screw up your voice.
