-10ºC to -20ºC should be somewhat normal temperature range in your freezer.

You want a freezer that maintains 14 to -4 degrees F

You can't. Because then it would be called a freezer.

A really strong one at that, if you want -10 to -20 C.

i don't know if you can with a regular refrigerator. you may have to go with a system that uses liquid nitrogen such as artificial inseminaters use.
