why is it people think when they are on their cell phones in public they dont need to use manners?

I know what you mean, they don't care what they say , how loud they are talking and if they are in a long line, the expect that the person waiting on them should hold up the line until they are through with their conversation.

I am not sure why that is. Then when I think about it I sort of wonder if it is just the fact that they are so comfortable with what they are doing that they do not stop and think about the fact that they are being rude.

My answer: they use manners while talking on their cell-phone only when they are seen by other people.

Otherwise, they don't use manners if there is noone to watch them. They look quite miserable then, anxious because noone calls them.

I am almost sure that many ppl pretend to talk to someone on their cell phone - in public - and actually, there is noone on the line. They just pretend to be cool, to have many interesting conversations with tons of wonderful ppl, on their wonderful expensive cell-phone.

Not only on cell phones, it seems to me that people use manners less and less no matter where you go now a days. It's as if they were never taught any manners.
