In 'bible speak', the 'rod' refers to the 'shepherds crook', which is a tool (staff) that shepherds use to guide their sheep. "Spare the rod, spoil the child" is a metaphor which basically means that if you (your children's shepherd) do not provide guidance to your children (your flock, sheep), they are apt to go astray.

It does not condone... nor even have anything to do with... beating one's children.

Someone answered this question really well a couple of days ago. If I can find her quotation, I'll reference it for you.

But rod actually refers to staff (i.e., as a shepherd leads his sheep with one) not for physical discipline.

Best wishes.

Withholding discipline from a child. Translation: if you don't whip a child that needs it, you will spoil them.

It does NOT mean-please do not spank, but please do spoil.
