Stands to reason. A thought is given a particular sound based on the context of the people who are there. The romance languages of Europe, French, Spanish, Italian,etc., all represent the attempts of the locals trying to pronounce Latin. Many languages give a lot of weight to descriptions of things which are important to their culture: Eskimo dialects have about two dozen words for "snow," each has a different connotation or property of a particular type of snow.

If you believe in the tower of babel, then you should probably just assume that God had something to do with the origin of the other languages. Here are some God-related theories:
God endows every human with a language ability. He puts language into our heads at conception and we work out how to use it over time as a baby.
God endowed the first humans with a language ability. That was passed on genetically and we take the language of our environment as input to the innate device such that we end up speaking, understanding, and otherwise using the language we are raised in (this is sort of like Pinker's theory ;p) The different languages developed after God blew the one uber-language to bits. Presumably he just scrambled it all up and humans, having this innate ability due to genetic but ultimately God given endowment, over some amount of time turned that scrambled up gunk into a language.
Alternatively, you could dispense with the tower of babel thing and do some reading on less faith based historic linguistic theories. You can start with typing "ProtoIndoEuropean" into a search engine. That's not all the languages, but it's a good place to start.
And let me just add, Zoinks! Latin is not the parent language of all other languages.

ok, the urspache, or parent language of all other languages is Latin. That is why many masses were said in Latin before they decided to translate everything to other languages. You ask how other languages form. Here are some possible theories.
- uneducated people such as slaves had to communicate in some way, so they just made their own language
- mispernounciation = new letters / symbols and words

Humans have an inherent desire to be in communication with each other.The brains we have are also quite complex and have enormous capabilties.Hence when the need arises and a group of humans are together they are able to create their own languages.The initial steps definitely occur through sign language, leading to speech and final development of language involving development of script, grammar, etc.This process is evolutionary in nature and hence takes a lot of time especially for carrying out refinement of the language.The further development, however, continues.For example english and other languages are continually developing.

How you can express yourself to make others understand is your language. Even you might have come across some strange words in your mind, which may not be available in any dictionary. That is the way the language takes shape.
