A designer can design things including furniture, carpets and curtains. A dedorator just buys things and arranges them in a room.

a designer is usually not a licensed professional. Interior decorators have to take college classes in design,color,construction and architecture and be certified by ASID(american society of Interior Design) to call themselves an interior designer.
