Both men and women can be bad drivers. Small things such as going through a red light/stop sign aren't that statistically different. However, take the big offenses, such as drinking and driving, are a lot more likely to be men.
I've been working in auto insurance industry for nearly 3 years and the vast majority of drinking&driving, manslaughter, injury accidents have been a male behind the wheel.

Insurance rates are based on statistical data. If a higher percentage of male drivers get into car accidents than female drivers and the payout for the insurance companies is higher then the insurance rate for male drivers will be higher.

Women may or may not be worse drivers then men, but there is historical evidence that young men have gotten into more accidents than young women. So, there is higher risk for insuring young men, which is why their insurance rate is higher.

Men are more accident prone, and likely to cause accidents that result in higher total damages than women.
Guys like to THINK that they're the better drivers, but women can PROVE it!

Insurance isn't based on one flat rate for everybody.
Insurance is based on risk category. So smokers will pay more for life insurance, people with homes on cliffs will pay more insurance on their house, older people will pay more for health-related insurance, etc.
As a group, guys statistically have more accidents. (I think.) You have to consider, this might be due to they drive more? I don't know the details.

If you have a woman and a man in the car, a man will most likely be the one driving.
Even though both have a driving licenses.

i think the insurance companies think that men are more of the risk takers, women are in society viewed are caregivers therefore are considered to be more cautious. just my theory

no.men are worse! they are reckless drivers and they drink and drive more and it is a prov-en fact that guys get more speeding tickets.but i guess that could be because girls can sweet talk to a cop and there are more male cop than female cops.my mom has sweet talked her way out of tickets before.
