If you wish to build a greater amount of muscle on your lower body and want to include some intense cardiovascular exercise, first of all be sure that diet and nutrition is your top priority. Your body needs the proper nutrients in order to create good, strong, solid muscle fibers and to gradually lose fat.

For starters, you could run on hills or bike on trails with leg weights. You can find them at any fitness store and they are very portable and can easily be attached to your calves to add extra pressure to your legs while exercising.
