I am itching to make a snotty reply here, but I'll try to be nice. In the past, cities could be enemies with each other. If that were the case, no one would be likely to be allowed to go from one to another. In the modern world, the people you live with are your neighbors regardless of your, or their, origin. A religious person might suggest that ALL people are your neighbors...
