Semantics. Yoda is speaking of results. To try is to make an attempt - it is a state of action. Do or do not is the result. So once you have tried, you have either done or have not done. The point to the statement is that in the end only the result matters. Don't find comfort in the fact that you tried something when the only thing that matters is whether you succeeded.
