My dog is looking paranoid and scared. We are in hurricane season but for now nothing is coming. It's raining occasionally but during other seasons it rains like this and she looks relaxed, but in summer she seems uneasy.

She can't be still laying in one place. She moves everywhere, and when it starts to rain she starts to shake nervously.

Is it possible that she knows that a hurricane is coming soon and she is nervous about it? Or is just the heat that is making her uncomfortable?

Dogs sense and feed of ofyour fears and anxiety.
If you are upset your dog knows it and will in turn be upset and nervous.
Most animals are like that. Most animals read more body language than words as humans are the really only vocal beings. Animals realy more on what your body is doing and how you are carring yourself to see what is going on.
It is possible that she is afraid of thunderstorms many dogs are.
SHe may sense a change in the atmospheric pressure or something and get a fuuny feeling. As long as she in not hurting herself and running around like crazy just sit with her and try to keep her calm.
They also make a nice herbal drop called Bach's Rescue Remedy can be used on dogs or cats or any animals and for humans to. You mix a drop or two into the water and drink it is a great relaxer.

Animals have very keen sences to weather. She may be trying to tell you something about a major weather change. Where I live, there are horses nearby and right before there is a major thunderstorm or strong winds they go crazy and act parinoid. It comes natural to animals to be that way before a major storm.
