Most embassies have a Foreign Commercial Service office. Here is a directory to the web sites of all diplomatic missions overseas. You can address your letter to either FCS or the Economics Section. Also, there are many Chambers of Commerce in other countries; try them, too.

you know the best way to contact an embassy is through an e mail. not letters. i had to contact an embassy abroad i e mailed them and they responded to me in 48 hours. i e mailed back and the next day got another e mail...its better quicker and you can expect a reply.
