My experience is that most people are too hesitant and cautious when pouring the tea, thats why it dribbles. Next time pour quickly and with confidence and the tea wont have a chance to slither down the side. The liquid has to come out the spout with enough force to escape driping down the side. You should remove the tea strainer or bag before doing this.

its because they are over filled. The lack of air space makes the liquid spurt out too quickly and drain down the spout to give the impression of leaking

It is the shape of the spout.
I have noticed that some of the teapots in Chinese or Thai resturants have a spout that points downwards, they never seem to leak.

because the spotty waitresses find it hilarious when you try to pour you tea, suffer first degree burns to your finger, drop the teapot, scald your lap and spend the next 15 minutes sucking your finger and sobbing.
