I beleave that they will make an attempt to wait, but not for long. i have been told they usally have another boat on the same tour, a day or so behind you. and most times pick you up other wise, it comes out of your pocket to get to the next port.

Generally, they will leave without you [not "u"]. If you are on a tour sold by the cruise ship, they will wait for you. We once had a captain wait for two ladies who felt they were entitled to shop until past time to meet the tender and make everyone else wait. Fortunately for them, we had a kind captain, who waited, though the women had to climb a rope ladder up the side of the ship [while we all watched!]. One of the crew who was watching with us said most captains would not do that.

they will leave you unless you are a minor then they have to pick you up. It will be up to you to get to the next port to meet the boat. they give you plenty of time at port, there should be NO reason to miss it

Cruises are not permitted to wait but they will contact the port authorities to transfer you to the next port disembarkment at your expense.
