You have two options, you can either flirt with him to let him know you're interested, or you can first become friends with him. Once you're friends, maybe you'll feel more comfortable telling him how much you like him. Nothing will ever happen unless you make some sort of contact with him, since it doesn't sound like he's gonna contact you. So just give it a shot.
