I'm shy and I've never asked a guy out before...usually they ask me out...hes not over my house much to hang out with my brother cause hes busy alot...when would be the perfect time to do it? hes flirted with me a couple times....and ive waited 3 months for the perfect time, but I'm tired of waiting! i cant ask him out cause im scared he will think im a dork... what do i do?????????

See the thing with something like this is if u do ask him out and he says no, then it makes it a bit akward the next time u see each other. Or if he says yes then u have to remember he's ur brother's friend and he may be doing it to be nice and it may also piss ur brother off that he's friend is dating his sister because may be he thinks his friend is the kind of guy who's not steady with the girls. And what if u and he do go out and u date for awhile and u breakup? again makes it akward for the both of u, & again ur brother will be pissed because now his friend broke his sister's heart.
He flirts with u because he knows u like it
So U may want to really really think this out 1st

It's kind of a "guy" thing that he's probably not going to ask you out, being his buddy's sister, even if he's interested. So you'll probably have to show that you're interested first. Use the fact that he is flirting with you as a confidence booster. Either way, the odds are against you that your brother would be 100% cool with you 2 going out (which is why this is a "guy" thing...your friend is respecting your brother by not asking you out, even if he thinks he'd like to).
