They are itchy and when busted a liquid comes out. They are not on the palms of my hands or the fingers. I know this sounds like exzema, but I don't think it is. Any suggestions?

If they itch really bad, then it's probably multiple erythema. This could be caused by an allergic reaction to a med or have you been sick lately with a sore throat or any respiratory problems. If it is ME then you can go to the doctors and get a heavy antibiotics.

Sounds like contact dermatitis. You might be having a reaction to something you've come into contact with lately. Poison ivy? Chemicals? Smoke? New soap or detergent?

Perhaps exposure to the sun - a "sun allergy". My mum reacted like this. She wore long-sleeved shirts and gloves when working in the garden.

Have you been out in the wilderness, or forest, or gardens? did you get exposed to poison ivy - even very old dried leaves can contain the irritating oil.
