No, he is not cheating on her, unless she is also involved with someone, which you didn't mention???
But, SHE would be cheating on you (if she knows that this guy has a g/f) - does that make sense?
My advice - dump him. Once a cheater, ALWAYS a cheater! You don't deserve a loser like this!
