Depends on more than where you live & whether it sheds or not.
Do you have time for a dog? Can you afford vet bills? Do you have kids? Will anyone elses kids be around? Chihuahuas are great little dogs & are fine in an apt., my Mom has 2. But chis are not good with kids. I've heard that Bichons don't shed & stay small. However, according to several vets & some breeders, (read the article at the Dr.'s office) "there are NO dogs that don't shed at all and there is no such thing as a hypoallergenic dog"

There is NO breed of dog that does not shed and which will not produce fur on furniture or the floor. Some like a West Highland will shed less but there will be hair on clothes, couches etc. It does not sound as though your mother is enthusiastic about having a dog live in the house right now, so that would really make it difficult to have a relaxed family situation for a new dog to come into. Maybe if you have a fenced area an outside dog would be a better choice?

There are hypoallergenic dog breeds that have hair like us (and not fur like other dogs) and they do not shed - those are great for people who claim to be allergic to dogs (which can also be desensitized) - here are a few:
1. Bichon Frise (small)
2. Portugese Waterdog (medium size)
3. Poodle (small to big)
However, the best small dog is a Pug - while they do shed a little, they are awesome personalities

all dogs shed as far as i know. but there is a mix now that is being introduced called a labrodoodle...poodle and labrador. They are good for people with allegies (they don't shed as much and have low dander) I think they are medium in size

non-shedding dogs require freqent trips to the groomer and daily brushing so are high maintanance that way - some small non-shedding breeds are:
Shih Tzu (less active)
Toy Poodle (mid range)
Yorkshire Terrier (active)
Bichon Frise (mid range)
Lhasa Apso (nutty - nicknamed elastic arseholes)
some people gave you wrong information
Chihuahua and Jack Russel Terriers - DO SHED!!!

Poodles, bichon frises. Some terriers don't shed much, but only the wire-haired versions.
