You may not ever purely stop it, if one person decides to take a gun or a bomb nothing can be done.

And in the US, to actually control things alot of civil liberties would have to be taken away, In that in a land of liberty there is no way to stop terrorism.

First ask why does terrorism exist. I believe terrorism in general is a result of a resolute individual or group having an agenda and no way to promote it effectively. So they resort to terrorism. Anyone will resort to terrorism if it is there only recourse to effect change. They terrorists of course call themselves freedom fighters and not terrorists. If you want to stop terrorism then you need to either eliminate the terrorists or give them what they want. In the case of Iraq, the country should be divided into 3 areas one for the Kurds, one for the Sunni's and one for the Shiites. Iraq was a British Mandate that was created by the Treaty of Versailles after World War I and combining these through groups into one country was an expediency whose repurcussions were not anticipated. It was actually contrary to Woodrow Wilson's National Self Determination Policy that was his calling card in speach after speach during and after World War I.
If you want to know what's common among terrorists, I would say it is Poverty, Hopelessness, and Oppression; not race/religion.

Create a multi-national counter terrorism unit and give them complete control to use terrorist tactics to fight terrorism.

Fight fire with fire. So it would make sense for any government wanting to stop terrorism, to develop some means of using a terrorists methods against themselves.

Read Tom Clancy's Rainbow Six, that is what was done in that book.

First off, impeach President George W. Bush. He is claiming to be against terrorism, but has become a terrorist himself. I believe the appropriate definition of a terrorist is this: one that strikes terror into at least one other person, or group of people.

The only true way to get rid of terrorists is total peace, but being how the webster's dictionary definition of "utopia" is: no such thing or place, then we can only try our best to be a role model to other people with peaceful intentions in our hearts, speech, and actions.

How about dropping a "Bunker buster" bomb in Medina during the next Haj. And then telling the Muslim world that if one more act of terrorism accrues anywhere in the world attributed to Islam fanatics, the next target will be Mecca.

If Mohammad Jones blows up at the fruit stand, we should track down his mother, children, brothers and sister. and execute them all. Would you blow yourself up if your family would die if you did this dastardly act? These folks are nuts. The only way to maintain order with them is through fear. Just like Saddam did. If Saddam was any different he would have been killed quick. He knew how to control these freaks, but western society says he was cruel. Look at his citizens.

There may not be a way to prevent it but there might be a way to deter it. Terrorists kill thousands of innocent people. As a thought, what if we stooped to their level and, when a terrorist is found, the terrorist's entire family is killed? Yes, this sounds barbaric and cruel but it might be a way to deter them. I believe that they would think twice before becoming a terrorist.

Indict the Bush Crime Family, disband the CIA, and nuke Israel. At that point it would be a matter of casual police work to nab the occasional wacko.
