Try putting up window seats in the windows they are allowed to sit in, and put strips of tinfoil or double sided tape on the sills they are not allowed up on. They also make electronic devices for this, one is an electric vibrating mat called a Scat Mat, which you can find online. Another is called a Tattletale, it is a box that sits on a surface and if it feels the movement of something walking on that surface it will set off an alarm to annoy the cat into leaving.

You have not grasped the basic relationship between yourself and your cats. Dogs have masters, cats have slaves. If the cats could use the Internet and they had a question service like this they would be asking: "We live in a home with two windows that are perfect for ornithology and supervising the neighborhood. How can we teach our human to leave the blinds up so we can see? We have tried everything. We even tried bending parts of the blinds so she could see the problem but no luck. Why do they have thumbs if they won't use them? "
In other words, give up. Lift the blinds, so they can see out. Sometimes cats won't compromise.

raise the window blinds... or if they're vertical blinds, draw them open a little so the cats have a good view. Get a window perch for them to sit in so they're comfortable. Maybe put some toys or little pillows in there for them.
If they're intentionally ruining your blinds though... get a squirt bottle and squirt them with water when they're being "bad". They will learn over time not to do that.

Have you tried raising the blinds about 6 inches? I put my couch against the window, and it is about 6 inches taller than the sill, and my Orange Tabby enjoys it! If privacy is an issue, get some inexpensive curtains!

My cats use to do the same thing until I started to leave the blinds up enough to where they can duck underneath them...that way they don't have to crawl between the individual pieces. It worked!

relies upon on the cat ..... and the owner. My cats love me, yet hate one yet another. they go with to work out who can get to my lap first when I sit down, and one likes to sleep on suitable of me. They rub against me and purr and persist with me around, even whilst they are not hungry. feels like like to me!
