For example: Someone does something stupid on the road. They pull over when they see the stupid alert light bar flashing. They don't reach for their licence and registration. They simple roll down their window, stick their head out and wait for it.
Perhaps there could be a department of ***** slapping. With a voted official. 'A' number one Duke of ***** Slaps.

Sure you can but you get it after the fact (its called an assault and battery charge ) and then to reward you even further a judge will put you up in a special hotel ( prison ) for a predetermined amount of time until you learn to control your temper.
