If somebody bought me one and I didn`t need it, I would regift it.
People should frequent the Wal-Mart restroom as often as possible. It saves them from using their toilet at home, therefore they won`t need to replace their toilet seat as often.

Depends what sort of toilet seat it was. Just a plain one, well, I'd be a bit shocked as well. But a novelty one with things in it, like shells or buttons, maybe that could be fun for your bathroom.
