If both correct, why two spellings?

the correct spelling is QUR'AN.
the term, being an Arabic word is spelled thus to have the distinctness it has in arabic spelling.
in Arabic there are two 'ka' sounds, one is the usual one we have in English as in 'cat'. the other sound, denoted by the alphabet 'Qaaf' is pronounced from the extreme back of the tongue, and is a sound we don't have in English. It is to denote the 'qaaf' that we use Q while transcribing Arabic words.
the inverted comma we haver in between is to denote the arabic alphabet 'hamz' which would in effect suggest a very short pause type. so the pronunciation is 'qur//aan'

The actual word is an arabic word therefore both versions are correct as they are only a translation into english letters.

Because these are both translitterations from a non-Roman alphabet. Really, because it is not a word based in this alphabet, any spelling that accurately represents it phonetically is correct.
