Maybe he is shy....all cats meow. I don't think anything is wrong with him.

You might want to take him to a vet just to make sure; he could be "mute".
We had a cat that wouldn't meow except in what he considered direst emergency because of a traumatic kitten-hood best left unspoken, so it could be psychological. But the physiological possibility should be explored if you are worried about it.
Though, admittedly, we have had, over the years, one cat that quacked and one that barked. All of our cats now meow in an almost stereotypical manner, however.

My cat is 3 years old and he is just starting to meow. He rarely meows, but he can.

We've had cats for years, and have recently just realized that not all cats meow. We have an eight month old who sometimes just opens her mouth and nothing comes out, or she just makes a strange breathy kind of sound. Nothing is wrong physically; she's just different.

Very normal, lots of kitties do this. He probably could meow if he needed to. Some kitties just have soft voices. Also some breeds, Burmese, tend to just grunt instead of meow.

Cats only meow to talk to humans not other cats. It could be yawning. Really small cats don't. Or it might be dumb, or mute. That means it can't talk. Some cats are blind or deaf.

Dont worry if you were to step on his tail by accident he would meow. He just likes being quiet.

I have a Maine Coon mix who has a very quiet voice. Sometimes he opens his mouth and nothing comes out. I've seen kittens who are louder than he is.
