Spartan? (although I don't really think of this as a synonym for "succinct")
Try pithy, or maybe brief. How about concise?

You mentioned draconian....are you thinking of laconic?

LACONIAN

Lacones were known as Spartan as well....
the brief answer with sense gave us the term "Laconian"
