my dog was out side at a three and to other dogs came in and put a big cut on the side of his back leg can i call the ISPCA ?

Was your dog contained by a fence or leash? If not you are just as much part of the roaming dog problem as they are. Confine your dog!!!

you need to try to track down there owners as you don't know if they are carrying any diseases. if they are strays then yes call the ispca or the dog warden to pick them up before they do it again. get your dog a full health check in case it caught anything.
(if they have an owner they should pay vet bill for you)

ASPCA will advise you what to do, like call animal control or something like that
