Baking soda baths work great for this. Just mix two tablespoons of baking soda into tepid bathwater, and let him soak in it. The sodium content draws water out of the skin, eliminating the swelling from the rash.

Desitin isn't a home remedy, but it's cheap and it works great on diaper rash and heat rash.

If the problem persists, or doesn't respond to treatment, you may be dealing with a fungal infection. Yeast infections tend to look a lot like heat rashes. If so, you'll need to bring him to the doctor.

Fuller's earth, neem leaves powder, tulsi leaves, camphor, little sandalwood powder. Take evrything in ratio 10:1:1:1:0.5 by weight, powder together in a kitchen mixer. Add water sufficient to make a consistent paste and apply. In 10-15 minutes it will dry and you can keep it for some more time. Wash with cold water. Do it twice a day, for just 4 days and rash will disappear.

If anything in this receipe is not available contact, another will be suggested, should same difficulty occur with other answers too.

Use baking soda. Apply after every diaper change. It's cheaper than Baby Powder.

This works...I swear. If it's because of rubbing, use some cosmetic powder, like out of your compact. I used to have a boyfriend who worked construction and he used that where he chafed and it helped a lot. Try using something hypo-allergenic, like Almay. Just rub it on the area and keep it there.

Try to keep him cool and dry. Keep him bathed and try putting some cornstarch on it. Just pat it on like powder.
