Is this a trick question? If the well is 25 meters deep you are going to have to lower the pump into the well. The maximum suction lift for water is about 30 feet (less than 10 meters).

Here you go. You need enough pipe to reach below the surface of the water in the well. Install a simple ball check valve at the bottom of the pipe. Inside the pipe you would place a weighted piston with a check valve in the center of it. A rope attached to the piston and ran to the top of the well over a pulley and then to a foot pedal.

Stepping on the pedal would lift the piston and draw water through the check valve at the bottom of the pipe. The weighted piston would be lowered by gravity and the check valve in the piston would allow water to flow past the piston.

The pipe diameter is going to need to be around 2" or less to keep the weight of the column of water you will be lifting less than the weight of a person. Good luck

A double acting diaphram style pump can be made from basic, off-the-shelf PVC materials, but a 25m head is tremendous & may require levers for pump action...IF the check valve seals will hold.

To comment on roadkill's answer which is pretty good.

It is closer to 34 feet rather than 30 feet but close enough.

The piston will need a seal between the piston and the pipe wall. This might make the fit too tight for gravity to overcome the friction so a rod might be needed rather than a rope.
