why do women dress up provocatively, then hate it when some guys look at them intently?

They don't hate it, they act like they do. They get "dressed" knowing that they will be looked at by guys. If they like the guy then they show off a little more, but at the same time act like they don't want anything to do with them. It is like catching a fish, you pull at the line slowly, but surely, knowing that they are going to get their "fish" sooner or later.
But if they don't like the person who is looking at them then they act like that person is perverted or something and that he is just another typical guy who likes staring at a womans cleavage or butt.
Women are complicated.

I think women dress provocatively because they actually do want to be seen like guys in that way. It boosts their self confidence, but other women might perceive this as slutty behavior, so these women play it off as though they hate it that guys are looking at them like that.

Women dress like that to be sexy and like their figure. now if there are boys who are provocative with that it is their own problem, what will they do if they see porn???? It shows that women are serious and do not dress like that to provoke boys! Boys take it in the wrong way

a better question would be why do some women dress like sluts, go out where they know they're going to drink 'til they pass out, hook up with some random guy, tease him past the point of no return, end up getting raped, then start whining about how they didn't know what they were doing cause they were drunk

If they dress that way, they want THAT kind of attention. If they don't like it...they're just acting. Women are not stupid ( well, most aren't anyway) and they know that if they wear something that shows alot of their sh*t, then they will get attention on that sh*t. I know, it's pretty annoying. Some women just need to grow up.

maybe they're targetting one person in particular. say your with a group of your friends, and they all look but you. she may get annoyed b/c she only wanted you to look. it could also be that she's getting looks from people she is not interested in or attracted to. women tend to overthink and over dramatize everything so she's probably thinking at this point that she's not attractive enough to get this guy or that guy to look her way. then she may start feeling insecure about her looks. say all the men that look are at least 50 and she's only 30. she's going in her head, great i only atrract grandpas.
me personally i feel so complimented when i get looks. i just love it. a guy is a guy.

It's summer in the Northern Hemisphere, so the skanks are out in full force. I am always so tempted to ask if they've filed a police report regarding the burglary of their clothing.

beats me,frankly it can at times-when someone really goes overboard disgusts &embarress my womanhood...i told my daughter -8 while my husband was showing off a website (of a friend) a woman grossly sticking out her tounge at a guitar, she was pretending to be a dog after a bone.i know i used to be young & quilty,but i had to grow up & decide i wanted to be a LADY.
